Joseph W. Rogers, P.E.
Mr. Rogers is President of Legend Consulting Group Limited and is a registered Professional Engineer in the State of Colorado and the State of Louisiana. He has more than thirty years of domestic and international consulting experience in the electric utility industry and in engineering related to industrial utility facilities. Mr. Rogers’ experience includes strategic planning, modeling, economic analysis, review and design of rates and riders, conceptual power plant design, detailed power plant design, power plant construction, power plant commissioning/start up, and the performance of due diligence reviews of generating plants for project finance purposes.
Victor M. Prep, P.E., CEM
Mr. Prep is a registered Professional Engineer in the State of Louisiana, the Commonwealth of Pennsylvania, and the State of Colorado and is accredited as a Certified Energy Manager (CEM) and Certified Demand-Side Management Professional by the Association of Energy Engineers. Mr. Prep is a mechanical engineer with over thirty years of consulting experience in both public and privately-owned electric and gas utilities, and industrial facilities. His experience includes evaluation of demand-side management programs, distributed energy resources, renewables and integrated resource planning, cost of service and revenue requirement analyses, economic analysis, and startup of generating plants.
Byron S. Watson, CFA, CRRA
Mr. Watson is a Chartered Financial Analyst (CFA) and Certified Rate of Return Analyst (CRRA) with over twenty-five years’ experience in financial analysis, regulated utility docket appearances, and revenue bond financing. Mr. Watson’s specializes in matters related to electric and gas utilities’ rate of return (ROE, return on investment) and revenue requirements. In this area, Mr. Watson has lead rate case and formula rate proceedings in both retail and FERC proceedings, including preparing complaints, testimonies, discovery, and assisting counsel in deposition and cross examination. Mr. Watson has testified both at the retail and FERC level in matters related to ROE, capital ratios, cash management, deferred income tax (ADIT), loss-carryforward, uncertain tax position treatment, purchase power agreements (PPA), and major utility project approval proceedings. Mr. Watson has prepared revenue bond covenant disclosure documents both for new issuances and ongoing compliance.
